Personally, I'd like to take on this story if just to get at the free
okonomiyaki... HOWEVER, I have no idea why Mihoshi or Kiyone would be
chasing after Happosai. As far as I know, Happi hasn't gone
interplanetary for lingerie larceny. The only other perverted old man I
know of, who would get around a lot faster would be Rakkyousai, Happi's
brother (or something). Happi and Rakki (Happy and Lucky???).

Does N-E-one know anything about Rakki that can be used?
