The Magical Girl Corps Introduction & Mission Statement History Organization Structure Operations Introduction & Mission Statement The Magical Girl Corps (MGC for short) is a semi-secret organiza- tion run under the auspices of both Neo Queen Serenity and the Sailor Senshi, as well as the United Earth Federation (UEF) government. Founded in 2038, the MGC's mission is to anticipate and deal with the unique threat posed by the mystical race known as the youma, as well as their allies. To do so, the MGC fields teams of girls endowed with supernatural powers throughout the world. These teams average five in number, and are also assigned a liaison to keep them in constant touch with MGC command, which is deep underground beneath HyperTokyo. So far, these teams of girls, while not seeming to pose much of a threat to youma, are probably the most serious threat to them and their plans. No military organization to date has had much success in dealing with the youma in comparison with the MGC, let alone the Sailor Senshi. While their primary mission is to deal with the youma and those who support them either overtly or covertly, the MGC also assists the UEF during times of disaster or emergency. Furthermore, the teams in the field also assist the local authorities with fight- ing crime. History On September 23, 2031, the world was taken aback when a strange force overtook New York City within a matter of hours after midnight. When dawn finally came to the city, the world learned that New York was now under the dominion of Jadeite, a youma general thought to be dead since the 1990's after a final battle with the Sailor Senshi. Jadeite acted swiftly after his libera- tion and victory, renaming the city New Youma Citadel and declar- ing himself to be Overlord of all youmadom. The reaction from the UEF was swift, as the military was deployed within a matter of minutes, before the shocked Senshi could take action themselves. Unfortunately, what seemed to be an easy mission stretched on for weeks as the military found itself unable to deal with the occultic powers at the youmas' disposal. Even worse, the military's actions proved to be detrimental as civilian casualties mounted. The worst mistake the UEF and the military made, though, was to keep the Sailor Senshi from aiding the mission. Fueled by pride and stubbornness, the heads of state and their generals insisted that they could get the city liberated and that they didn't need any help from "a pack of girls." As public opinion against the conflict grew and a sentiment to throw the city and its denizens to the proverbial wolves grew, the UEF entered into secret negotiations with Overlord Jadeite and his minions. After a month of talks, the UEF announced that the conflict would end and Jadeite would be allowed to control the city. In return, Jadeite ceased hostilities and allowed any humans that wanted out to escape. While it was no surprise that much of the Earth's population did not mind losing New York to the youma, it was surprising that very few humans elected to leave the new youma capitol. Reports revealed that the humans in the city treated Jadeite's rule like any other government and they didn't care one way or the other. They just wanted the military to leave them alone. While Jadeite ceased all overt hostilities, he still maintained covert forces that engaged the UEF at various times. Luckily, the Sailor Senshi helped out the UEF many times with these actions. By 2036, it had become apparent that the heads of the UEF and its military were incompetent in dealing with the youma, and were removed from power in various ways. This was speeded up when the public learned that these heads could have avoided the tragedy of New York and allowed the Sailor Senshi to take action. With a new administration, the UEF entered into talks with Neo Queen Serenity and the Sailor Senshi to come up with ways to deal with the youma threat. By 2038, a solution was found. The UEF agreed to co-sponsor a new organization, the Magical Girl Corps, which was run under the guidance of the Sailor Senshi. The Senshi known as Sailor Mars volunteered to head up the organiza- tion, while Sailors Mercury and Jupiter saw to the development of its technologies and combat techniques respectively. Judging from personal journals, Sailor Mars (who was Hino Rei outside of her duties as a Senshi) had her own agenda in leading the MGC. First off, she wanted to make sure that each team in the field had a competent leader. In her words, she "wanted to make sure no ditz would ever lead a magical girl team ever again." She also wanted to make sure that, while the Senshi could not be all over the world at any given time, there would be a similar team ready anytime, anywhere. She was also under the opinion that the military needed cleaning up after from time to time. Soon after the organization was founded and the headquarters was set up deep beneath HyperTokyo, the first team was picked. To lead the Starlight Rangers, Supreme Commander Hino chose her first cousin removed, Hino Miyako. Other team members included Kadokawa Misa, Fujisaki Hikaru, Sakakibara Kimiko, Koyama Noriko, and Tokawa Junko. For their liaison, a penguin with intelligence boosted to human levels was picked. This liaison's name was "Penko". As soon as the Rangers, as well as the other charter teams formed soon after, took to the field, the fortunes of war changed and the youma were on the losing side. Back at New Youma Citadel, the youma were growing impatient with Jadeite and his apparently ineffective strategies. By 2045, a group of generals and other high-ranking officials had carried out a planned coup de etat and removed Jadeite from power. The former Dark Kingdom general was executed within a day of the coup and one of the generals, Merkur, was named as his successor. The relations between the independent city and the world govern- ment changed soon after. Overlord Merkur declared a cease-fire between his forces and the UEF forces. Instead, he instituted an official policy of neutrality with the UEF. However, while the policy was official, he also set up a system of independent teams of youma and other like-minded individuals to act as "terrorist" groups. While having no official support from NYC, these teams would get covert supplies and funds in return for pursuing certain goals and objectives. It took decades for both the UEF and the MGC to catch on to this more subtle strategy, but there was nothing they could do about it due to the thorny question of proof. This situation continues on until this day. As a result, while the MGC, as well as the UEF, was not involved in any conflicts with New Youma Citadel, they still had their hands full with the various terrorist and mercenary groups that sprung up since 2045. The only mitigating factor in these small conflicts was that it was relatively small groups that the MGC had to deal with, not a small, but belligerent world power. The year 2050 proved to be one of the shining moments in MGC history. On July 18th of that year, a large object was detected approaching the solar system parallel to its axis at high, near-light speeds. Further course computations showed the object to be on a possibly collision course with Earth. Assuming the object to be an asteroid, the UEF Space Force followed standard procedures and launched a battery of missiles at the object in order to destroy it before it reached Earth. To Space Force command's surprise, all but one of the missiles were destroyed before reaching the target. The remaining missile came close, but detonated before hitting the target. This caused a slight change of course. Unfortunately, this was not enough to avoid a collision with Earth. In fact, further computations showed that the object would come down on HyperTokyo. Working on the new hypothesis that the object was an artificial one, possibly an extraterrestrial vessel, the UEF decided that contact was desirable. Working quickly, the Space Force assem- bled a team to take a ship up and intercept the object to try to further change its course to avoid Earth entirely. Someone high up in the UEF hierarchy got the idea to send a MGC team up with them to cover all bases. After a quick video phone conversation, Hino Rei decided to send up the Starlight Rangers, which was a top-notch team by then. After two days of flight, the combined teams got their first look at the object, which proved to be a rather large alien vessel. Following a heated conversation with the ship's crew once trans- lator protocols were established, the contact teams were allowed onboard. A quick discussion with the crew of the alien ship revealed that the ship belonged to the myanarans, a race of mammalian creatures that were humanoid in body structure, but featured feline traits such as fur, tails, cat ears, etc. The ship was a colonization vessel, with the passengers in cryo-sleep during the trip. Working on erroneous reports, the myanarans believed Earth to be uninhabited and sent the vessel to establish a self-sustaining colony for the race's survival. Faced with the fact that Earth was indeed inhabited, the myana- rans dropped all claims on the planet and offered to share the world with the humans, boomers, and youma currently inhabiting it. Noting the use of the word, "share", the teams asked why didn't the myanarans change course and move on to another world. The myanarans pointed out that because of the missile attack earlier, the maneuvering systems were damaged and the course was locked. Unfortunately, the engineering crew was unable to get to the damage and fix it due to the ship being locked into an automated mode until it got near its destination. Once the ship was in communications range, the crew of the ship as well as the teams got in contact with the UEF, Space Force command, as well as MGC command and assessed the situation. Unfortunately, there was not enough time to either bolt on some makeshift maneuvering engines or to completely evacuate HyperTo- kyo. Fortunately, the MGC was able to come up with a solution, albeit a desperate one. The plan was to gather all the teams, excepting the Starlight Rangers, and focus all the power at their disposal towards the approaching colony ship in order to force a diversion. Unfortu- nately, one member of the Starlight Rangers would have to stay on the ship to act as a focal point for the energy, and the process had the possibility of being fatal to that member. Much to the dismay to the team members under her command, Hino Miyako volunteered to be that focal point. As the remaining team members and the Space Force team returned to their own ship, Lt. Toriyama Katsuhito elected to remain behind as well, to see to Miyako's safety as best as he can. What he didn't say was that he had fallen for the magical girl and greatly admired her leadership and bravery in that situation. Luckily for him, Miyako returned those feelings once their teammates were off the colony ship, in appreciation for his dedication and willingness to face the danger with her. The pair remained on the bridge while the crew went into cryo-chambers for their own safety. On July 23, the MGC's plan went into motion as the ship passed lunar orbit. As the combined powers of the magical girl teams combined in a phenomenon that remains unexplained, Miyako began to feel the effects course through her body and take hold of the ship. As the powers reached up and started to affect the ship's course, Miyako felt excruciating pain in her inner being and all Lt. Toriyama could do was hold her hand in attempted reassurance. Eventually, the powers faded out and the ship came down in relative safety in the middle of Tokyo Bay. The crash still caused some damage, but it was small compared to the damage that would have been done had the ship came down in the city proper. The casualties in both the ship and the city were also considerably lower than was expected. Luckily, both Hino Miyako and Lt. Toriyama Katsuhito were among the survivors, though Miyako was in critical condition as a result of the MGC's actions. Almost immediately, the local government in HyperTokyo set aside an area within the city for the now-stranded myanarans. Within days, the myanarans that were rescued from the ship were ac- quainted with life on Earth and how to make their way on their new world. In less than a year, the UEF amended the constitution to allow the myanarans citizenship status and all rights and privledges under the UEF government, alongside the humans and the boomers. As for Hino Miyako, she had survived, but not unscathed. The pure power that coursed through her on that ship burned out her own powers and abilities as a magical girl, rendering her a normal human woman. Luckily for her, she had a lot of support from Rei, as well as her teammates and especially Lt. Toriyama. While forced to step down from the MGC except in a advisory capability, Miyako took over the Hikawa Shrine, which was run by various members of the Hino family for generations. Within a year of the incident, Miyako married Lt. Cmdr. Toriyama and settled down to a normal life. During that time, Hino Rei was finding that her duties as both Sailor Mars and as Supreme Commander of the MGC were interfering with each other. Seeing that the remaining Starlight Rangers didn't have the heart to continue on as field agents, Chief Hino decided to promote them to administrative positions. Level- headed and reliable Kadokawa Misa was chosen to be Chief of Operations, effectively becoming second-in-command of the entire organization and responsible for the day-to-day operations. Fujisaki Hikaru was promoted to Chief Tactical Officer. Due to Fujisaki's occasionally rash behavior, Sakakibara Kimiko was selected to be Chief Strategic Officer to balance her out with a more patient and long-term view of any given situation. Both were put in charge of the teams in the field. Koyama Noriko, having a mind for technology, was picked to become Chief of Research and Development. Her duties were to come up with new tools and devices for the MGC. Tokawa Junko, the most diplomatic of the Starlight Rangers, was assigned to be the head liaison between the MGC and the UEF. Hino Rei remained as Supreme Commander, but was now able to take a more hands-off approach to running the MGC, leaving most details in Kadokawa's hands. Indeed, she tends to spend more time with the Senshi again while trusting the MGC to be in good standing. After the arrival of the myanarans, things returned to normal as the UEF and the MGC resumed their seemingly endless task of putting down small, independent teams of youma. One item of note is the lawsuit brought about by the International Association for the Advancement of Pretty Boys in 2094. Pointing out laws in the UEF constitution forbidding sexist practices, The IAAPB sued the MGC to allow males to become members of the organization. To everyone's surprise, the lawsuit was successful and in June of 2095, Takara Akira was selected to become the first male agent, serving with the newly-formed Exquisite Soldiers based in Hyper- Tokyo. Also of note concerning the Exquisite Soldiers is the fact that another team member is the granddaughter of Toriyama Miyako, Akiko. Another link between the Exquisite Soldiers and the Starlight Rangers is that the team liaison for the Rangers, Penko (a penguin with boosted intelligence) became the liaison for the Soldiers. The unusual thing about Penko is that between her stints, she had her brain transferred from her aging natural body and into a mechanoid one in the shape of a penguin robopet. Organizational Structure As mentioned above, the MGC is ultimately headed up by Hino Rei, holding the rank of Supreme Commander. She makes all of major decisions regarding the MGC and is personally in charge during times of emergency. If the situation is not an emergency, or if her duties as a Senshi are interfering, she'll trust Kadokawa Misa to take charge. In most situations Kadokawa, being Chief of Operations, will be the one everyone else reports to. Being second-in-command, she only answers to Hino Rei and her decisions are almost always considered to be as if they came from Chief Hino herself. Below Chief of Operations Kadokawa, the hierarchy of the organi- zation branches off. One such branch is tactics, with Fujisaki Hikaru serving as Chief Tactical Officer. It is this department that is primarily responsible for the teams in the field. Another branch is strategy, headed up by Chief Strategic Officer Sakakibara Kimiko. This branch coordinates the teams and sets up the long-term plans of action. Interestingly enough, Sakakibara was given the ability to override decisions by Fujisaki should they prove to be rash or detrimental. Supporting both tactics and strategy is research and development. In charge of that department is Koyama Noriko, and she is given carte blanche in order to develop new tools, devices, and even powers to give the teams an edge in dealing with the youma. The smallest branch is the public and government relations branch. Tokawa Junko heads this branch up and is responsible for creating a diplomatic buffer between the MGC and the UEF as well as the public at large. As for the teams themselves, they are assigned to various regions around the world. Each major region has its own headquarters, with all headquarters reporting to the main base deep beneath HyperTokyo. Each team has a liaison that keeps the team in constant contact with their regional headquarters. Usually, this liaison is either an animal or robopet with boosted intelligence to appear inconspicuous, or a responsible authority figure. The liaison's duties are to relay orders from headquarters to the team, relay requests from the team to headquarters, and to supply devices or powers as necessary. The liaison is also the one to greet (or even sometimes pick) each team member upon their activation (or drafting). Also, each team has a leader. She is usually the first one to be picked, and remains leader in most cases. When it becomes apparent that another team member is more capable of leadership than the current leader, a team vote is enough to change leader- ship. This was instituted on purpose by Chief Hino to insure that all teams in the field had competent leaders. Each of the other team members tends to have one specialty or another. Usually, these specialties reflect the general struc- ture of the MGC, such as tactics, strategy, research, and such. The number of team members might vary, but it usually averages out to five plus the liaison. All of the teams tend to have civilian support personnel to aid them in their missions. Usually, these allies give them medical treatment as needed, supply bases of operation as well as infor- mation, and other important needs. Operations The vast majority of the work to be done in the MGC is carried out by the teams in the field. Each team is made up of members selected from the locality to be protected. The uniforms of the team members share some common characteristics within that team, and the codenames assigned to them also follow a theme. While powers and abilities used by the magical girls vary with each individual, they all share some common abilities. Each magical girl is equipped with an ID protection field to safeguard her anonymity. This field not only works on people in the immediate presence of the girl, but it also affects live broad- casts as well as recordings the girl may end up in. The overall effect is that while someone seeing the girl may notice some general features, they wouldn't be able to recognize her. Naturally, the ID protection field has no effect on other magical girls. All magical girls are also enhanced in certain ways. Their strength, reflexes, and stamina are boosted in order to help them in battle. Their physical measurements may also be boosted in certain cases in order to throw off anyone who might try to ID them. The aging process is also drastically slowed, if not suspended, for as long as the girls serve in the MGC. The girls usually are given an appearance of being in their early twenties as a magical girl, while their civilian appearance will be in the mid-twenties at the very oldest. There are currently magical girls in the field approaching their sixties but still maintain- ing younger bodies. This tends to lend to a situation of vast experience while still having a body in its prime. As mentioned above, each girl has her own set of powers and abilities, geared towards her role on her team. These powers fit within four broad categories: offense, defense, healing, and surveillance/information gathering. Generally, each girl starts out with two or three powers, but gradually adds more to her repertoire as time passes. Each team reports to a regional headquarters, which in turn reports to the main headquarters in HyperTokyo. General direc- tives are handed down from HyperTokyo, but each regional head- quarters has a large amount of leeway in the interpretation of those directives and how they're carried out. While the MGC gets most of its funding from the UEF as well as from the various organizations run by the Sailor Senshi, cutbacks have forced the MGC to rely more and more on the proceeds from the various entertainment shows based on the exploits of the teams in the field. Naturally, most of the details are changed to protect the magical girls depicted in such shows.
