Producing water would be pretty hard. You'd need tanks of hydrogen
and oxygen. If the tanks were ever punctured and mixed, BOOM!
I knew someone who blew off their eyebrows this way. 
What about nanites in his skin, capable of heating up water
around Ryoga, so P-Chan could just jump in a puddle or something, heat
it up, and change back?

Ryoga gets a sense of direction and the ability to controll his curse- > scary

I dunno about "scary". Take the two curses away, and it makes Ryoga
a little less interesting, in my mind. He'd be too perfect.
