Judging by their apparent ages, I'd say that Genma had 

already taken Ranma

from home (that happened when Ranma was six, if I 

remember right?).
Five  years old when they left home according to my copy of 
the anime, Ryoga's home is in Tokyo within walking distance 
of the Tendo's ( walking distance is 1 to 10 miles approx.)
 The school was after he had left Ukyou and was around 
10-12 years old from the pictures.
