Um, people...why are we having debates over this point?  This is
fiction...right.  We can do _whatever_ we want...up to a point.  My point
is, why are we discussing something like this when, in the larger scheme
of things, it doesn't matter.  If I decide that Onna-Ranma should age in
my fics then she does.  If I decide that Onna-Ranma doesn't age in my fics
then she doesn't.  That should be the same for everyone.  It's up to us
the authors to make decisions like that.  Do what works for the story, no
one's going to object to what you do with Onna-Ranma's aging as long as
you write well.
