did these refusals occur? 

Basically, there is a blank on the data sheet in which you list the one
person in the opposite-sex pool which under no circumstances will you date,
period.

  I'm still a little confused.  You use the clause 'as is' which I take
to mean that there are other refusals besides the 'under no circumstances'
one. 

Let me explain again.

Let's say Ranma's name was drawn first.

First off, we eliminate the name on his refusal blank- Cologne.

Then, we eliminate anyone who put Ranma down on their refusal blank- in this
situation, Kasumi, Asuza and Hinako. Finally, Nodoka is eliminated for
obvious reasons.

Now, we go to the data provided for Ranma's ideal mate (three choices out of
sixteen available) and comparison-shop. 

Nabiki has a one-out-of-three match, but Akane, Akari, and Ukyou have a
two-of-three match each, so we go to  -their- ideal mate matchup to break
the tie.

Ukyou- 0 of 3.

Akari- 2 of 3.

Akane- 0 of 3.

Hence, according to the computer, Akari the Pig-Girl is Ranma's best choice
of the whole lot.

Now, as you can see this method leaves much to be desired. However, -any-
arbitrary method will have its flaws. That's the point for the title- to see
how screwed-up things get when they get mixed around.

I do hope -that- explains things better.
