In "once upon a time in Jusenkyo" the council was trying to convince Ranma
and Genma that the lack of control over their transformations was all in
their heads.  (Of course that doesn't explain why Keni didn't control his own
change...)  Perhaps having no male identity, IN THE CONTEXT OF THE STORY, was
enough to forstall any changes....
