Unfortunately, it is.  It's called copyright violation, and per the
argument that's been going on over the last two days here on the FFML,
you could get in trouble for it.
If you wanted to make money off it, I would suggest changing a couple
of minor things (i.e., anime character names, places, and very
specific concepts, then sell it to a publisher as ORIGINAL fiction).
Mostly, we do this here anyway for love of anime, practicing our
fledgling writing skills (for us would-be author types), or what have
you.  I think it's better to have people appreciate your free labor of
love than to have the legal sharks at Shokugakan/Viz or Kodansha
hunting you down for illegal actions, ne?
