RAAC Is an Internet Newsgroup.  Rec.Arts.Anime.Creative to be specific.

I assume you just post something to it and it get's shunted to the moderators
of it.  And eventualy when they get done twidaling their thumbs they put it
in the newsgroup.

You post it there because if not then no ones going to read your fanfic.  Or
only the people who are on the ML are going to read the fanfic.  And
considering the amont of people on the ML vs Internet...  i'm sure you can
get the general idea behind posting to RAAC.  Also RAAC is a place where
FINNISHED fic's goto to be archived.  They have their own archive where
everything that's ever been posted there is archived also.  So that's a plus.
