Ranma-chan is simply the female form of Ranma (as if he had been born
naturally female).
Her hair is supposed to be black (the hair glint distinguishes the
two--asuming that the size and gender changes weren't a big anough
clue.)  The reason her hair is red in the anime, according to the
Shokugakan Japanese web page is because 
1.  easier to distinguishe the two halves (assumin that the....)
2.  the original producers liked the idea of the redhead female, due
to the western stereotype about them (i.e. wild!)
