Hmm, well, a few things on this (All my opinion only blah blah disclaimer)
        
        First of all, it depends where you're looking.. Who is to say that
there isn't an all Japanese ML on the net for fanfiction about anime?  or
for that matter, IRL, a fanfiction club of sorts?  This most likely is not
the only place where fanfiction is posted, written, or whatnot.  Secondly,
the authors are often from all over the place- Even if you narrow it down to
only this ML, we're fairly spead out.  (Someone has/had a map of the geog.
locations of FFML'ers up somewhere, didn't they? I don't recall..) Some
people here do speak Japanese, or (insert language here :) but if they
posted it in that language, only a limited number of people would be able to
read it.  (Unless you were in afore mentioned language speaking country.)
        


Q2. Are the Japanese anime fans aware of western fanfiction?

No clue on this @_@


Q3. Are the Japanese anime/manga creators aware of the fanfiction
   based on their works? 
   Were any comments made by them concerning western fanfiction?

Hmm, well any of them who ever travel to a con where we've got gophie in his
army b-danna and the fanfic panel sure would find out fast ^^ I wonder if
they'd run out screaming and ripping their hair out at the punning?

On Rescue by the Higway Patrol, Great Moments in:

        "The average Californian must love animals--or so it seemed when a
stray puppy wandered on to the harbor Freeway during rush hour.  traffic
slowed to a standstill as anxious drivers tried to avoid a frantic little
dog panicked by the bewildering maze of cars.  Concerned motorists began
backing up their cars, trying to create a path for the dog.  To no avail.
The puppy was still stuck in the middle of the traffic snarl.
        So dog lovers were releived when the California Highway Patrol
