I think so; it was a good movie with a really bad dub if I recall
correctly. But
(correct me if I'm wrong) this story was not in the manga and is hence not
canon. Actually, UY doesn't have a very tight continuity, so in some sense
there
isn't much of a canon for this series at all.
I could be wrong, since all of my info is second-hand, but I think none
of this is correct. The Inaba OAV I saw was a sub, and to the best of my
knowledge the *only* UY dub was the dub Animeigo did of the first UY TV
tape, under the name of "Those Obnoxious Aliens". From what I understand,
the Inaba OAV was taken from the manga, though I don't have the volume
with it in there (and admittedly couldn't read it if I did ^_^); there's
also a second Inaba story in the manga that's never been animated.
