Well....

An anime fanfiction panel is about what it says: A bunch of writers get 
together at an anime con and talk to an audience about fanfiction.  This 
can include anything from tips and ideas on characterization and writing 
styles to some of the inspiration for past works to future ideas still 
simmering on the back burner.  

BTW, anyone else here going to A-Kon?  Trust me, the panel's going to 
be most interesting (as will the rest of the con, of course).

Ryan or Gryphon, or can any fanfic writer join?

Well, you'll have to ask the people running it there.  Usually the way to 
go for that is to either post on the ML (as you have done) or ask the con 
staff via email.  

Please excuse my ignorance.  And excuse the slight OT-ness.  

As near as I can tell, fanfic panels aren't off-topic.
