I have just finished reading POH, and I now feel obligated to comment:
1. Grammar, spelling, etc... Good. I didn't see any glaring mistakes,
so I guess your pre-readers did thier jobs.

2. Plot: kinda funky. I think you brought Ashura into the mix WAY too
quickly. It would seem more logical if you had some good reason for her
being in the area with the rest of the Jusenkyo gang. Although maybe you
did; I'm not sure. It's been a while since I've read teh earlier parts,
and I'm unable to save them because of the extremely limited space I have
on my school's server. Beyond that, no major holes.

3. Characterization: This doesn't really come into play for most of the
characters, as they are being created anew. For the characters who
didn't change, there wasn't too much to comment on. I look at fight
scenes as more of an opportunity to reveal the true motivations of
characters. True fights take away the walls that I think the Ranma
characters have built around themselves to protect them from themselevs.
Fight scenes offer an unique opportunity to delve into the pure,
unadulterated emotions and give them to the reader. (If you notice, the
only times Ranma admits loving Akane are during fight scenes).

4. Miscellaneous Comments:

a.You allowed P-Chan to become immediately familiar with Ryoga's
body. P-Chan was even fighting where he would have trouble standing.
b.Kuno finally gets both his loves! Forever will you remain a
diety in my mind for giving Tatewaki someone other than Nabiki or the
cheerleader, whose name I can't seem to remember. The Kunos, to you,
say, "Kudos, to you!"(You dare mock the great name of Kuno through the
use of inept alliteration? I shall smite thee!)

5. Nope. Just kidding
