There's at least one (BGC 6 as Madigan is taking Largo and Anri up to meet
with Chairman Quincy), although you can't see out until the elevator gets
up past the last "terrace" of the service road that spirals up the
outside.
	As far as I can tell, it runs on a diagonal track, following the
side of the Tower upwards.

   And lastly, does anyone know what the mechanics of said elevator are?

I think it's track-based; the height and angle rule out hydraulics or
(possibly) cables. More than that, I couldn't tell you.
