As far as I know, the person who coined the usage of the name

Elseworlds series. I could be wrong, but I doubt it.

To be precise the name started during Ranma 1/2 RP on AnimeMush 

after

Akane got doused with boy drown water.  Jeff Hosmer, the main author 

for

the Third Ranma Elseworlds story (Akane 1/2) was one of our RPers at 

that

Mush and so he used the name in his story.
