As far as I know, there is no program to do this automatically. You can
do it the manual way. That means to use cut and paste to sort out all
the actual text, deleting the control sequences and such that determine
the formatting. Then you manually restore a decent formatting as best
you can. It's tedious, but it works.
Watch out for macros. The writer might have defined macros to save
having to retype certain common phrases. For example, if there's a
\def\kunochan{Upperclassman Tatewaki Kuno, the Blue Thunder of Furinkan
High School}
then you need to do a find and replace to insert Upperclassman Tatewaki
Kuno, the Blue Thunder of Furinkan High School everywhere that there's a
\kunochan .
