You missed something here. NORAD is a command center, not a reactor or a missle silo. And presumably so are the other places you're talking about here. While I can't vouch for the astral energy at those places, I'm sure no goverment would be stupid enough to store nuclear/toxic stuff anywhere near where they planned to have their leaders during a major war.
