No, no, no, no!  Do not send him mail!  Do send the complaints to 
root@geocities.com but don't expect many results.  He is unfortunatly
within his rights to say what he said.  Language on the other hand
is inappropriate and another issue.

explaining how allowing that luser to remain on geocities, and
allowing them to keep the home page, is a Very Bad idea, and how
it will reflect _very_ badly on geocities itself. After all, what
type of site would allow a total breech in netiquette with such
abusive and threatening messages to stick around?

Hummm.  Right to privacy?  I think so!  If he puts your name and e-mail
address up you really would have grounds to complain to GeoCities.
