We don't know.  Her mother is dead in the manga, I have been told.

series) I have no idea.

I would speculate that the Sailor V manga probably says.  In my own
fiction, I assume her dad is a fairly well off businessman who sometimes
gets sent to foreign countries to help set up facilities for his company.
