It's when the story gets placed into the archives that determines its
eligibility.  To date, TCP has not been put into the archives.

Actually, you have it wrong there.  TCP _is_ in the archives, just in 
the wrong directory.  It is in

I presume it will be eligible for the second quarters voting, 
all things being fair? 

If TCP gets placed in the archives during the second quarter, then it
will be eligible for the second quarter voting.

It is eligible now, unless the cut-off date was before March 20th...
