The picture was probably from the manga issue where Ranma and Ryouga were
reduced in age by some magic mushrooms Ryouga found.  Ryouga found some
mushrooms and ate them, and when Ranma later found P-chan and turned him
back to Ryouga, he found he had a 4 year old Ryouga on his hands.  They
tried to grow some more of the mushrooms, because bigger mushrooms would
cause you to grow up.  Unfortunately, Soun cooked most of the mushrooms by
mistake; thus they wouldn't grow anymore.  Chibi-Ryouga, in a fit of
anger, fed Ranma some mushrooms...

And what happened to Ranma and Ryouga as young children is detailed in
volume 33 of the manga, as I recall. :)
