I think 16 would qualify as freshman, since in Ranma 1/2 ranma and akane
are 16, and in the freshman class.

It would be more accurate to say that Ranma, Akane and Hikaru are
first-year high school students (ichinensei). In Japan, junior high is
three years and high school is three year. In most places in America,
junior high is two years and high school is four years.
