Well Hitomi and Misa might be able to help you more than I can here, but 
from what I know of the Manga and Anime of Sailor Moon, Minako is 
mentioned to be the leader of the Senshi in the Manga (where she is a lot 
more devloped story wise and plot wise...). The anime kinda of dances 
around this alot, and never really mentions Minako role for the Senshi 
(or gives her the Henshin compact she has...).
