I know the answer to that one, from Viz's web page and an issue of
Anamerica (I forget which one).  Apparently this OAV was released as a
short feature titled "Team Ranma Versus the Legendary Phoenix" in
Japanese theaters and is technically considered, and was confusingly
listed on one of Viz's official release lists as the Ranma 1/2 movie 3. 

BTW I have to say that my fave is "The Tunnel of Lost Love" everything
from seeing Mousse make an exceptional (even for him) idiot of himself
("To daaaate the undaaateable Shampoo...") to seeing Genma get some well
deserved terror by being dragged into the "date spot" by Cologne to the
whole Ryouga-Ukyou "getting together" thing. (Ukyou and Akane in their
cute vacation outfits didn't hurt either!) Gotta love it!
