Well, in that case the "of" is superfluous.  You either track sth.
or *keep* track *of* it.

You've mis-interpreted the problem: The "of" isn't superfluous - its
transposed with the "all". The sentence *should* read:

 The true test of command is being able to track all of the small details.

You just have to transpose the two misplaced words to get what Hitomi
meant to write. I had to read it several times before I realized the
problem. You were thinking she omitted something, when what actually
happened was she mis-typed the order of the two words (easy enough to do
when typing short words at speed).
