Have you seen SF II-V?  In that Ken & Ryu decide to gallivant all over 
the world looking for strong opponents to pick fights with.  Just so they 
can test themselves.

As to who would win... a lot would depend on which version of the 
characters you chose to use.  The early Ranma strikes me as being below 
the level of SF-II, but by midway through the series he's up there with the 
best of them and is probably better than most by the end of the manga.

Ryu also changes as the various editions and anime/manga/comics versions 
of him come out, but his overall power level is far more consistent.

In an actual fight... Ryu has probably had better training and has a more 
solid grasp of his style (when you get down to it, Ryu had a better 
teacher), but doesn't learn as fast or adapt as well.  
Ryu also emphasizes blocking more than dodging and strength over speed 
whereas Ranma does the reverse.  But in the end it comes down to the 
author making a judgement call, there is nothing that gives one of them a 
definite edge over the other.
