I am writing you this to inform you of a very important matter
currently under review by the FCC. Your local telephone company has
filed a proposal with the FCC to impose per minute charges for your
internet service. They contend that your usage has or will hinder the
operation of the telephone network.

Dunno about this.  Sounds suspect.  One of the known "E-mail messages that 
never die" is the FCC imposing a tax, which although wasn't a hoax, has

already 

been and done.  However, the main way to tell that an FCC one was false

was if 

it had no expiry date...

     Let's get these facts straight. (If you want to debate this, e-mail me in
private and I'll set up a group of people to e-mail amongst.)
     The local telephone companies have made the assertion that Internet use
is cutting into their Quality Of Service. The FCC has found no such claims
to be *EITHER* justified OR true. As such, all attempts by the local
telephone companies to increase rates on those grounds have failed. There
is currently (as of 3 weeks ago) NO proposal being filed.
     OK. That said, if you disagree mail me privately.
