Akaniichuan does exactly that, make you look like Akane when doused with
cold water.

exactly come out looking
like Ranma-chan (except for a monkey that held a reasonable resemblence)?
Well, let's go through this methodically.
Imagine if Jusenkyou's springs were currently uncursed. Akane
falls in and drowns. That spring would have been the first "Spring of
Drowned Girl".
However, there already _is_ a SoD Girl. So, this spring is going
to have to be more specific.
Akane is the template. So, the logical thing would be that it
would be a specific girl that whatever gets dunked in it would change
into: Akane.
To what extent, however? It could be a) whoever falls in looks
like Akane, b) whoever falls in gains the personality of Akane, or c) both
of those two together. There _are_ personality pools in Jusenkyou, I know
that much; I'm not sure if there are personality + appearance pools,
however....
According to what White Wolf has said (I haven't seen that part of
the manga, so I can't say myself), the spring turns things dunked into it
into physical copies of Akane. I have no idea about the personality
aspect, but it is possible.
