Yep, though I would note that it's *not* set in the regular 
Ranmaverse, or even our Earth, but as if it were written by someone in 
the Draka continuity....

Having no clue about that Draka stuff, I just took as surreal and blackly
funny.  Once Ranma went nuts, I couldn't stop laughing.  It was also seeing
a malevolent Nodoka, even though she was poorly portrayed.
