It's been done on a couple of occasions, in various forms, though I don't 
think quite exactly that form.

Michael Chen's "Alternate History" probably comes closest, with Ranma 
having stayed in Nerima throughout his life.  One day, after bringing 
years of hostility between the Tendos and Saotomes to an end, he blocks 
an attempt by a recently-returned Happousai to make "proper servants" of 
his errant pupils Soun and Genma.  As a result, he gets splashed with 
slightly different Nyannichuan water, one that makes her have feminine 
impulses.  

Second on the list: Scott Jamison's "Twilight Existence".  This endearing 
tale, told from "Ranko"'s perspective, has the cursed form gaining its own 
personality whenever a person is drenched.  

Another close one: Blade's "Dark Chronicles".  Ranma ingests a substance 
known as "Femme fatale" spice.  This stuff causes any woman who ingested 
it to develop another, seductively darker personality.  As a result, 
Ranma is still Ranma when normal, but when splashed..."Senchi" comes out 
to play.

There are a number of other stories which have the spirit of the girl who 
drowned playing a part, such as Baka no Mune's "Fourteen Paintings" (I 
think that's the name), TerBril's "The Four Birds of Fire", and Robert 
Morrison's "Her" (By the way, Robert, I am sorry if I offended you with my 
comments).  One good place to look for such "Rankofics" is skywise's 
page (I do hope I got the URL right...if not, please correct me),
