Actually the stretch here is not as huge as leap as your thinking it is.
First off she has had numerous experience's reading Tofu's book's on
medicine, which probably covered some elements of Amnesia. And secondly
the diagnosis is not a rushed one, though it might seem that way. Kasumi
had plenty of time to research the specifics of the Amnesia before she put
her plan into motion, and even a person of average intelligence (like
me..:) can proparaly reserch something like that in a given amount of
time.. 
 

Kasumi's attitudes changed soon after that to management of the chaos
rather than trying to forcefully change things.  Her shouting at Saotame
Genma didn't seem to make an impression on him.

She really doesn't have much choice but to manage the chaos, becuase Genma
wouldn't change even if he was hit with a 100-tonne mallet. It's because
of Kasumi that the Tendo dojo hasn't become destroyed due to all the chaos
that results..
