Actually, that is the point.  There are very few times that Kasumi ever
gets serious or changes expression or does anything out of the ordinary.

This is why the entire Tendo-Saotome clan, who can see aura's to a certain
extent, thought that steam coming off of Kasumi after a shower meant that
she was very angry.  Everyone in the house was very scared, because such a
thing would be out of the ordinary, and therefore very serious.  It took
Ranma, who was extremely scared, to find out their mistake.

Even for those people who believe in a "smart" Kasumi, the kind of
advice that Kasumi gives is how to act, how to treat people, not this
kind of stuff. 

Have you ever really looked at and read the first few Manga?

Kasumi's attitudes changed soon after that to management of the chaos
rather than trying to forcefully change things.  Her shouting at Saotame
Genma didn't seem to make an impression on him.
