Depends what series your focusing on, if it's anime then this will help.
If it's manga then there are some slight differences. Since I'm more

Sailor Moon, Chibi-Moon and even Tux-boy if he has any) in their "Super"
forms (before Eternal, when they have the big bows on their backs).

   I also need the attacks of their Eternal forms, if available.  If you
can point me towards a Net resource, all the better.

The best guide out there is of course the Doi-san homepage, the best web
page on the internet for BSSM information. The URL is
http://www.tcp.com/doi/doi.html . It will give you the names of all of the
attacks your looking for, along with some of the Manga attacks. What I'll
do here is rank the power level of the Senshi in terms of each other in
current Senshi form, this being for SM Stars...Which is all based on
personal opinion mind you..:)

2)Tomoe Hotaru, Sailor Saturn..
4)Sailor Pluto, Meiou Setsuna
3)The Outer Senshi Uranus, Neptune...
4)Sailor Venus, aka Sailor V aka Minako Aino

6)Sailor Chibi-Moon

Question marks on Tuxedo Kamen, and anyone else plopped in
Star's...Haven't seen much of them yet. As for placing the outer Senshi in
front of the inner, that's a bit subjective. You might want to consider
that the inner Senshi given a bit more years of experience (which is what
Haruka and Michiru have on them) well be there equal, Pluto will still be
more powerfull then them though. And even if Usagi is a cry baby, she is
the most powerfull person in this series... 

(And an apology for Sailor V fan's, I'm more familiar with the anime
Minako which is quite differnet from the Manga one, or so I have been
told...)
