Actually you sorta of revealed it in this part, that and I have a sinking
feeling that this not Chibi-Usa but another Chibi character (not as cute
as Chibi-Chibi though). Why do I say this, well It might have something do
with Prince Demand and Princess Serenity actually getting togther, but
that would be a shot in the dark (and eminetly logical for what you've
layed out too...).
