For most fics where Ranma and Akane admit their love for each
other _to each other_ it always seems that Ranma's the one who first says
it and _then_ Akane reciprocates.

One point to consider is that *most* (but *definitely* not *all*) fanfic
authors are male... and even putting that to one side, I think most of
us have been socially programmed to expect the male to initiate things.

Another point would be that Akane has more uncertainty about Ranma
returning her feelings, and more uncertainty about her own feelings. She
starts the series as hating all men (except Tofu). Beyond all the grand
gestures, Ranma doesn't do much in the way of showing positive feelings for
Akane. It's the little things that are missing.
Also she might not want to be like his other Fiancees who always
throw themselves at him. Ranma doesn't reciprocate their advances so why
should Akane try what visibly doesn't work.
Ranma is probably more sure of his feelings but doesn't bother with
them very often. He's been presented with at least three viable options
and obviously part of his brain has already made it's choice. Hence his
reluctance with the others, and always trying to explain his actions to
Akane.
Plus Ranma is very 'guy' like, macho, one to do things. Although
he works best as a reactionary. Both Ranma and Akane would prefer to act
as a reactionary, hence their problems.
