Here's my explanation of the relationship between the Amazon/Jusenkuyo area 
and the rest of China.  See, in the manga and anime they don't interact at 
all.  Maybe this is on purpose.  It seems like the Amazons and the Chinese 
government, and Kasumi while we're at it, are following the philosophy of 
"if you ignore it, it will go away" regarding each other.

So if you want to write a precise fan fiction involving Amazon characters 
or the Jusenkuyo guides, just do what they do and pretend the rest of China 
isn't there.
