Limiter Earrings are for First Class dieties and above. A mere Second Class
god has no where near enough power to need them. Ryoga has more than
what a regular 2nd Class should, but that's a different matter....

Well, admittedly I don't have access to the original Tankobon (sp?) 
however, I've got the Dark Horse stuff, including the new compilation,
"1-555-Goddess" which has the First episode, the Urd origin episode and some
others.  Starting with Urd's origin episode titled "Sexy Sister" in English,
on the double page spread with the main title where she exits the TV, 
I clearly see a Limiter earring on her left ear, same place Belldandy wears
it.  In later frames of that manga episode, she seems to be wearing one on both
ears.

I don't believe Dark Horse would have them drawn in, however, it's possible that
a later issue, it was explained that only Belldandy wears a 'real' Limiter earing.
I'd be interested to know which issue and story that was, if you remember.

While I was on the subject, I pulled out my copy of 'Midsummer Nights Dream"
to see if I could spot a Limiter earing on Urd in the Anime.  Both when she
appeared and on the beach, her hair completely obscured her left ear.
