I don't think there's a consensus on this. A lot of authors just refer
to onna-Ranma as "she". I tend to use "he" unless I'm writing from the
point of view of someone who doesn't know about Ranma's curse. I
figure Ranma thinks of himself as a guy even when he's not physically
one at the moment. So do the people who know him (Kunos excepted).
This of course leads to weird sentences like "Ranma covered up his
breasts."
So it seems to be pretty much a matter of taste. I would avoid
switching back and forth like "he turned her back", unless you are
deliberately trying to sound weird or Douglas Adams-ish.
