Sounds somewhat "Handyesque" as in Brett Handy, author of "Oh My God!"  where in a mortal becomes an AMG God because of a wish and a recent demise among deities.

Perhaps the story you were reading is "Too Good To Be True"  Brett's crossover of his AMG universe with the Ranmaverse.  The first chapter is available in the fanfic section of his web page, as well as at Peter Ward's Urd Shrine Fanfic Library webpage.  Ryouga is one of the first Ranmites Brett's God has dealings with.

I know I'm not going to try to write this because I couldn't think of a clear way to differentiate it from what Brett's already written.

I do agree though that Ryouga is a compelling character, his intro episodes are some of my fav's from the original Ranma TV series.
