I have only read the translations of the particular volumes but didn't
Herb kind of proved that it was permenant by the fact that he didn't 
use the spring of drowned man to at the very least regain his male form 
part of the time instead of being stuck as a woman?  I think that would 
show that the "kettle" or "pot" is the only way to unlock it.  I am 
assuming that the Musk dynasty would know better Ranma & Co.  However, I 
could always of read the translated story wrong.
