One reason popped up in the SM-R anime, and that was when Mamoru was no 
longer going out with Usagi for awhile. One of the cat's (I forget which 
one..) went to talk to Mamoru about what he was doing to Usagi...

Generally, Luna would only talk to Mamoru about Usagi, and only then if 
Mamoru was involved in the problem Usagi was having at that moment..
