Well, I know that for the chinese dragons are good; that's why an
emperor's robes always have a dragon sow into it.  The ancient chinese
believed that the emperor has the embodiment of a dragon.
 
The four seas surrounding China is supposed to be guard by the four dragon
kings and they are also gods.  There are a lot of Chinese gods, they even
have a kitchen god.
