Correct me if I'm wrong... I don't think it is said anywhere.  The
characters simply assume it to be true... an assumption which has never
been proven.

The Nannichuan was first brought up as a cure when Shampoo offered the 
"Nannichuan Mix" to Ranma in return for a date, this was followed by the 
efforts to reach the "Japanese Nannichuan".  

One would suspect (though it is never stated) that Cologne provided the 
information.  As to it's truth... that should depend on the story ;-)

Takahashi herself is horribly inconsistent in her use of Jusenkyo, so 
pretty much anything goes.
