Okay.

Japan has a parliamentary system, similar to Britain.  Electoral 
districts elect members of parliament, the leader of the majority party 
becomes prime Minister (theoretically chosen by the Emperor, but the 
Emperor has no real freedom of choice).  The government is highly 
centralized.  Japan is divided into Prefectures, whose governments are 
appointed and chosen by the central government.
