Okay, I know I'm going to sound stupid asking this.  I've avoided it

What in the heck is the RAAC?

This refers to a newsgroup called rec.arts.anime.creative.  It's a
moderated newsgroup where people can post fanfics of any sort related to
anime, as well as poems and original artwork.  In theory, this ML helps
you to polish up your story before you post it to RAAC.  RAAC has a
much, much wider audience that the FFML.  In practice, however, I get
much more feedback from the ML than I ever get from RAAC.

Don't forget to post your story there when you're finished with it.  :)
