You're aware, of course, that Zero was created by Dr. Cain, right? 
Also, if X is activated before the 30 years time, wouldn't the test be
incomplete and turn him into a Maverick?  After all, that's what
happened to Sigma.  As I remember there was the good old Mega Man in Dr.
Light's time.  X is an experimental project which Dr. Light knew he
wouldn't live to see it complete.  Dr. Wily?  I don't know... he always
seem kind of wimpy for a villian, but if you throw in Bass and Treble
from Mega Man 7 it might make it more interesting.  Here's a suggestion:
Why not have Zero malfunction or something like that?  This is pretty
interesting so far... I like video games ^_^
