Probably because not everyone on the ml is in us, using us based
program/eq, or their system doesn't support it. 

That's if you mean that some encoding varies like using latin ascii or
some double byted chars, etc. 

If you mean if some people encode their document in it's word or
worpderfect form, then one might simply be using what's comfortable. They
could save the document as plain text, then again, plain text means
different things to different systems. For instance...

Notepad of windows and Edit of dos tends to have a hard time of
understanding the Unix/Linux version of plain text. (Which when sent via
email, is tagged according to what the os has setup, be it latin set ascii
or japanese character sets.)
