How about if I write an overview of the characters and the relationships to
the various X-Files people, and then write up some plots for the series.

In that case, what we could do is have a person write a section, and then
tell which other person on the list should continue the next section, and it
gets passed on to another person etc.

The only thing is, this sort of writing is not for the faint hearted as it
does require the person who takes up the writing to actually read EVERYTHING
that has happened before to keep continuity intact.
