It's by Stephen Tsai, one of the best fanfic writers around--he's one of
the majors behind Kimagure Orange College, and is returning from the dead
(KOC #24 is in beta! YEAH! COOL!)

It's not a crossover, per se -- it's the story of Saotome Ranma, who just
returned from a training trip from China with his dad.  After returning to
Japan, he's hoping for a normal life... until he sees a cute black piglet
with a funny mark on his forehead being tortured by some little kids.
This pig turns out to be P-chan, who has chosen Ranma to fulfill his
destiny and become Sailor Moon.  Unfortunately, he has neglected to tell
Ranma that Sailor Moon is a girl...

As I think of it, it has almost the same relationship to Ranma that Pretty
Sammy has to Tenchi.

Which brings me to my irrelevant point -- one of my favorite things about
Tenchi is the way the same characters are reinvented in different roles
and ways--Sasami as Tenchi's brother, Ryoko and Aeka as feuding
schoolgirls vying for Tenchi's affections, Mihoshi as college student and
Kiyone as ronin :) :) :)
